in Scream 1, Stu is only 17, and because of that his parents were able to get his name changed or records not publicly released. He survives Scream 1, and now he's out after a 20+ year stint in jail. He goes back to his old home and finds it turned into a shrine for his crimes and goes crazy, accepting he's the true ghostface. it's his voice we hear at the end of the Scream 7 trailer.
